VinFast Indonesia, a member of Vietnam-based Vingroup, has signed a cooperation agreement with the Subang Regency Government and PT Lintas Marga Sedaya (PT LMS) to develop an interchange on the toll road connecting Cikampek and Palimanan (Cipali Toll Road) in Indonesia.

\n\n

The agreement, which was signed on 14 January 2026, involves the construction, operation and maintenance of the Manyingsal Interchange at Km 115+500 on the Cipali Toll Road.

\n\n

As the strategic investor, VinFast Indonesia will fully finance all project-related expenditures, encompassing master planning, feasibility studies, permitting, construction, and ancillary costs, while working in close coordination with the Subang Regency Government to secure approvals from Indonesia’s Ministry of Public Works.

\n\n

The Subang Regency Government will serve as the central coordinating authority, directly overseeing and processing all licensing procedures, including permits for the use of toll road space. It will designate specialised entities to implement the project, coordinate the completion of technical documentation, detailed design, and environmental impact assessments through to official project approval and operational licensing, and conduct periodic monthly supervision and evaluations.

\n\n

PT LMS – the operator of the Cipali Toll Road – will collaborate in developing technical cooperation programmes within its mandate, while actively engaging in discussions and reaching agreement on detailed operation and maintenance plans under supplementary agreements.

\n\n

On 15 December 2025, the project received in-principle approval from Indonesia’s Ministry of Public Works. Accordingly, the maximum project completion timeline is three years from the date of permit issuance. Upon completion of construction and receipt of the Operational Feasibility Certificate (SLFO), all land and interchange assets will be transferred by the Subang Regency Government to the Ministry of Public Works for management in accordance with state asset regulations.

In under two years since entering Indonesia, VinFast has inaugurated its Subang facility, introduced a diversified electric vehicle portfolio, and rapidly expanded its ecosystem, from dealership and aftersales networks to a nationwide charging infrastructure developed in partnership with global charging network developer V-Green, as well as strategic alliances with leading banks and financial institutions.

Vingroup recently inaugurated and broke ground on six major projects across Vietnam. These events took place on 19 August as part of the national programme to celebrate the country’s 80th National Day anniversary (2 September 2025).

\n\n

One of the highlights was the inauguration of the new National Exhibition and Convention Centre in Dong Anh, Hanoi. Spanning more than 900,000 sq m, the venue was built in just 10 months. It is positioned to become the largest exhibition complex in Southeast Asia and among the top 10 largest in the world. At its core is the iconic Kim Quy Exhibition Hall, which incorporates a 24,000-t steel dome, 56 m high.

\n\n

The second project was the inauguration of the May Chai Bridge (Royal Bridge) and its approach roads, part of the Vinhomes Royal Island project in Hai Phong. Featuring nearly 2.2 km in length and 21 m in width with four lanes, the bridge connects Vu Yen Island with Le Thanh Tong Street, reducing travel time to the city centre to under five minutes. With its twin arch towers symbolising both soaring wings and a welcoming ‘World Gateway Bridge,’ the Royal Bridge is set to become a new landmark of Hai Phong.

The third project was the groundbreaking of an international-standard golf course in Quang Hanh, Quang Ninh, covering 100 ha. The fourth project marked the start of construction on the Vinhomes Industrial Park in Vung Ang, Ha Tinh, occupying nearly 965 ha – making it one of the largest in the region, with modern, synchronised infrastructure including factories, ports and logistics facilities.

\n\n

The fifth project was the groundbreaking of the Phuoc Vinh Tay New Urban Area in Tay Ninh, covering 1,089.6 ha. Developed as an eco-smart sustainable city, it will feature a complete ecosystem of education, healthcare, commerce and services, positioning it as one of the province’s most significant future urban developments.

The sixth project was the commencement of Component Project 1: Construction of the Western North-South Expressway, Gia Nghia (Dak Nong) – Chon Thanh (Binh Phuoc) section, passing through Dong Nai province. The expressway spans 124.13 km (23.1 km in Dak Nong and 101.03 km in Binh Phuoc), designed for a full six-lane scale. Strategically, it will connect the central highlands with the southeast region, particularly Dak Nong and Binh Phuoc with Ho Chi Minh City.
